DRAFT MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON MONDAY, 25th APRIL  2022 at 7.30pm AT THE COMMUNITY HALL

 

PRESENT

Parish councillors –.. Katie Swingewood, Frank Havard, Brian Haworth, Martin Hincks, Michael Collins, Steve Farmer, Tony Austin.

In attendance –R Greenwood clerk, M Baron Resident.

ITEM 1 APOLOGIES FOR ABSENCE

There were apologies for absence from Dennis Johnson.

ITEM 2        DECLARATIONS OF INTEREST

  • Register of Interests – Councillors were reminded of the need to update their register of interests.
  • No members disclosed any personal or prejudicial interests in any matter to be discussed at the meeting

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETIN

Minutes of the meeting held 28th March 2022 were accepted as a true record.

ITEM 4  PUBLIC PARTICIPATION

4.1   Mr Baron presented the Parish Council with a resident’s petition to be forwarded to Cllr Alan Schofield, for the installation of traffic calming measures on Snodworth Road and Whinney Lane. This will be forwarded to Cllr Schofield with the parish council’s support.

ITEM 5 MATTERS ARISING.

5.1   Langho In Bloom whilst doing a litter pick noticed a bench in poor repair on the bottom road and have emailed the parish council requesting Jessica Lofthouse benches be used to replace those in a poor state.

 ITEM  6  PLAYGROUNDS

6.1     There has been a report of a broken swing Langho park, the Lengthsman is aware and has ordered a new part.

6.2   There has been a report that the goal post sign has been damaged and a resident has the broken piece at his address.

7.2 There is no bank reconciliation or cash flow as the books are with the internal auditor.

7.3 To accept the VAT return.

7.4 To accept the Precept.

7.5 The Clerks P60 was issued for the accounting period 2021/22. No pension contribution has been paid this month from the clerk’s wages as the invoice has not arrived.

ITEM 8 PLANNING

3/2022/0241  1A, 1B, 1C East View Terrace    No objections
3/2022/0275 Woodland Barn, Dewhurst Farm, a request for an extension on this planning response is to be requested.
3/2022/0207 Brockhall Farm Bungalow Gleneagles Drive Brockhall Village Old Langho, No objections.

 

ITEM 9 HIGHWAY

9.1       The repairs reported to LCC last month have been actioned.

9.2      Snodworth Road and Whinney Lane were actioned under Public Participation.

ITEM 10 OFFICERS REPORT   

10.1    A report of a business on Whalley Road was received. This is in a private residence; Cllr Tony Austin is to make enquiries.

10.2  There is a report of Japanese Knotweed again at Cronshaw Chair. The clerk to check with Nurture as to when the next spraying will take place.

ITEM 11 GRANTS AND PLATINUM AWARD

11.1 It was proposed that a grant be given to Langho in Bloom for the purchase of a f bench and planter to commemorate the Queens Platinum Jubilee. Proposed MC, seconded SF

11.2 RVBC have asked to supply tree’s to commemorate the Queens Platinum Jubilee, a request for an oak tree for the playgrounds at Billington and Langho be requested.  Proposed FH and seconded JA

ITEM 12 CORRESPONDENCE.

All items of correspondence have been forwarded via email.

12.1 BT phone box contract has arrived. It was proposed that the residents of York Village be asked what they would like from the phone box, ideas put forward have been as a defibrillator base or as a library.

12.2 Correspondence from Hilary at LCC re green fencing on the roundabout. It will be removed within the month.
