MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON
Monday, 27th July 2026 at 7.15pm
AT THE COMMUNITY HALL
PRESENT
Parish Councillors. Brian Haworth, Martin Hincks, Dennis Johnson, Katie Swingewood, Cllr Tony Austin, Eva McPrice, John Aspden, Cllr Steve Farmer.
In attendance –, 6x members of the Public, R Greenwood – clerk
ITEM 1 APOLOGIES FOR ABSENCE
1.1 There were apologies for absence from Michael Collins.
ITEM 2 DECLARATIONS OF INTEREST
- Register of Interests – Councillors were reminded of the need to update their register of interests.
- No member disclosed an interest in a matter to be discussed at the meeting.
ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING
3.1 Minutes of the meeting held June 2026 were accepted and signed as a true record.
ITEM 4 PUBLIC PARTICIPATION
4.1 Dale’s Bench, the bench will be replaced at Billington Playground. It will be a composite plastic in line with policy.
4.2 Planning application, 3/2026/0488 for 6 dwellings, two residents attended to raise their concerns regarding this application.
4.3 Snodworth Road / Whinney Lane – traffic calming, a resident attended to ask 1.If the parish council was aware of dumping at York. The parish council is aware of this. . 2. If the parish council could apply for 106 money to support the installation of traffic calming. In principle this can be requested but the experience of the parish council is that RVBC dictate the spend of 106 monies
ITEM 5 PLAYGROUNDS
5.1 No report was received from the Lengthsman.
5.2 Tree works are needed at Billington Playground, the clerk to ask for quotes for the work.
5.3 A request was made for volunteers, from the parish council and residents, to undertake some planting works at Billington Playground.. A poster will be put on the notice board and there will be a social media post asking for volunteers.
5.4 A complaint was received by RVBC about Langho Playground, Cllrs Haworth and Hincks will do a playground inspection.
ITEM 6 ACCOUNTS

6.2 The cash flow and bank reconciliation was presented and signed.
6.3 Correspondence from the bank regarding change of address was received.

ITEM 7 PLANNING
7.1 The following applications were received and considered.
3.2026.0488 Land at the rear of The Nook, Snodworth Road, objections submitted to RVBC
3/2026/0446 Ribble Valley View – objections submitted to RVBC
7.2 Langho Football Ground has had an application approved for improvements, concerns were raised about the 53 parking spaces with the grounds needing more than this to accommodate parking for tournaments.
ITEM 8 HIGHWAY
8.1 No new reports.
ITEM 9 OFFICERS REPORT
9.1 RVBC has circulated a consultation / scoping request for the next Local Plan. Consideration was made that the parish council responded to this scoping request with that 106 monies were used for social and affordable houses for rent in the area for people who must have a local connection.
ITEM 10 FLOOD CONCERNS AND UPDATE
10.1 Borough Councillors Austin and Farmer have attended meetings with the Environmental Agency regarding flood defence to protect the 40 houses at the lower level of Langworth Road. It is estimated the cost will be in the region of £3 million.
ITEM 11 CENOTAPH WORKS

11.1 It is hoped that the work to repair the Cenotaph be completed within the next 2 weeks. On completion a news item is to be submitted to LCC for inclusion in their newsletter.
11.2 The clerk to contact PSCO Pemberton regarding the parking on the land opposite the Cenotaph and the use of planters to deter the parking.
ITEM 12 DEVOLUTION
12.1 Information from the archives to be scanned and held in support of the Land Registry requests. The archivists were thanked for their work scanning the many years’ worth of documents. The clerk to look for documents pertaining to the building of Billington and Langho Community Centre
ITEM 13 CORRESPONDENCE.
13.1 All correspondence has been forwarded by email
