MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON Monday, February 19th   2024 at 7.00pm AT THE COMMUNITY HALL

 

PRESENT

 

Parish councillors. Brian Haworth, Martin Hincks, Dennis Johnson, Katie Swingewood, John Aspden, Michael Collins, Eva McPrice, Cllr Steve Farmer, Cllr Tony Austin

 

Four members of public attended the meeting.

ITEM 1 APOLOGIES FOR ABSENCE

 

There were apologies for absence from Sgt Kevin Day

 

ITEM 2        DECLARATIONS OF INTEREST 

 

  • Register of Interests – Councillors were reminded of the need to update their register of interests.

 

  • No members disclosed a personal or prejudicial interests in any matter to be discussed at the meeting,

 

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING

 

3.1 Minutes of the meeting held January 2024 were accepted as a true record.

 

ITEM 4 PUBLIC PARTICIPATION

 

4.1 Parishioner  one  is concerned about the speeding of traffic in the area. He has observed vehicles travelling in excess of 45 mph and witnessed bad driving. The clerk is to write to LCC and request a Speed Awareness Survey and to enquire about the use of SpIDS in the area to collect data. Cllrs Farmer and Austin are to liaise with RVBC regarding their purchasing SpIDS for the rental by Parish Councils.

 

4.2 Parishioner two is concerned about the footpath at Collier Farm. There is an ongoing issue of walkers on the footpath being challenged and abused whilst traveling the path. The matter is being investigated Cllr Austin has written to the Police regarding this. Cllr Austin is looking into the matter that the footpath is being re-routed.

 

4.3 Two persons  attended the meeting to request consideration of 4 galvanised gates to replace dilapidated / broken stiles along the Jubilee Way. The cost is estimated at £3,000 of which the parish council will look to secure grants rather than using money from the Precept.

 

 

 ITEM  5 PLAYGROUNDS

 

  1. 1 Service level agreement between Ribble Valley Borough Council and the Parish Council to cut the grass. This will be £2400.16 for the year.

 

5.2 There is a meeting arranged between members of the parish council and Harrisons Engineering regarding the ongoing repairs and maintenance of the playground.

6.2 The cashflow was presented and accepted.

 

 

ITEM 7 PLANNING

 

7.1 The following planning applications were considered: –

 

3/2024/0065 Hackings Caravan Site. Concerns have been forwarded to RVBC

 

3/2024/0061 Junction of Northcote Road, Objections have been sent to RVBC

 

3/2024/0095 38 Rogersfield. No objections were raised.

 

 

ITEM 8 HIGHWAY

 

8.1 Questions were raised about the state of the Taj Restaurant. The building is in a state of disrepair and has been for some time. Questions were asked that whilst the building is not being used if residents could use the car park. Cllr Farmer is to contact Adnam Developments but the request for residents parking has been refused in the past.

 

8.2  The old Chemist – concerns that this is being developed for retail  and offices when planning permission was given for residential flats. Cllr Austin to investigate this.
