MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON Monday, March 25th 2024 at 7.00pm AT THE COMMUNITY HALL
PRESENT
Parish councillors. Brian Haworth, Dennis Johnson, Michael Collins, Eva McPrice, Cllr Tony Austin, Cllr Steve Farmer C Cllr Alan Schofield.
Eight members of public attended the meeting.

ITEM 1 APOLOGIES FOR ABSENCE
There were apologies for absence from Cllr Martin Hincks, Katie Swindgwood and PCSO Pemberton.
ITEM 2 DECLARATIONS OF INTEREST
- Register of Interests – Councillors were reminded of the need to update their register of interests.
- No members disclosed a personal or prejudicial interests in any matter to be discussed at the meeting,
ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING
3.1 Minutes of the meeting held February 2024 were accepted and signed as a true record.
ITEM 4 PUBLIC PARTICIPATION
4.1 A resident attended the meeting to raise concerns about building work being done at the river bank near the footbridge opposite Whalley Abbey. Concern is that any works done to heighten the river bank will have a knock-on effect for flooding. Both the Environmental Agency and Rivers Trust are aware.
4.2 Seven residents attended the meeting to raise objections to the planning application 3/2024/0155 changing a residential house into a care home. The parish council has sent objections to the planning department and encouraged residents to also write to Highways Department at LCC with their concerns. Cllr Alan Schofield will raise the matter with LCC’s Childrens Social Care Services. Cllr Steve Farmer thanked the residents for their work in raising awareness.
ITEM 5 PLAYGROUNDS
- 1 There is no update on the playgrounds.
ITEM 6 ACCOUNTS
6.1 The following cheques were presented for payment.

6.2 The cashflow, bank statement and bank reconciliations were presented and accepted.
6.3 Community Rooms and Asset Register. Billington and Langho Community Centre belongs to the Parish Council. In July 1990 they gave the Community Association a 999-year lease. This building and land needs adding to the Parish Councils Asset Register.
ITEM 7 PLANNING
7.1 The following planning applications were considered: –
3/2024/0090 Eden Gardens, Brockhall – objections have been raised and submitted to RVBC
3/2024/0115 The land adj to Ferns, Northcote Road – no objections were received.
3/2024/0124 Agricultural application for Carr Hall Whalley Road, – objections were raised and submitted to RVBC
3/2024/0134 Black Bull Pub, Old Langho – the Parish Council requested that conditions were attached to the application, these have been submitted to RVBC
3/2024/0128 Cunliffe House Farm – no objections were received.
3/2024/0155 Whalley Road Care Home – objections were raised and submitted to RVBC
ITEM 8 HIGHWAY
8.1 Cllr Farmer has reported the large pothole at the Junction of the Ridings and the Dales four weeks ago, the road has been marked but no repair done. Cllr Schofield to chase this up.
8.2 Cllr Schofield has requested repairs to St Marys Drive and the top of Snodworth Road and asked that consideration be given to the traffic calming measures needed.
ITEM 9 OFFICERS REPORT
9.1 Cllr Farmer has emailed Marshall Scott of RVBC regarding the SpIDS and what funding is available for these. Cllr Schofield gave an insight into how to hire these and gave suggested how the parish council should proceed.
9.2PCSO Pemberton reported that there have been two incidents of crime since the last meeting. The first theft of a vehicle on Whalley Road near Nab Rise. The second theft from an unlocked vehicle at Nab View.
ITEM 10 REMEMBRANCE PARADE AND CENOTAPH
10.1 Consideration was given to the forthcoming Remembrance Parade. Cllr Austin would like a full parade to go ahead. Cllr Schofield will make enquiries to the cost of Traffic Management. The clerk to invite the two residents that organised last years service to the next meeting.
ITEM 11 CORRESPONDENCE.
10.1 All other items of correspondence have been forwarded via email.
