MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON Monday, April 29th   2024 at 7.15pm AT THE COMMUNITY HALL

 

PRESENT

 

Parish Councillors. Cllrs Brian Haworth, Michael Collins and Eva McPrice

 

Three members of public attended the meeting.

ITEM 1 APOLOGIES FOR ABSENCE

 

There were apologies for absence from Cllr’s  Martin Hincks, Dennis Johnson, John Aspden and Borough Cllrs Steve Farmer, Tony Austin.

 

ITEM 2        DECLARATIONS OF INTEREST 

 

  • Register of Interests – Councillors were reminded of the need to update their register of interests.

 

  • One members disclosed a personal or prejudicial interests in any matter to be discussed at the meeting, this was Cllr B Haworth in the Ribble Valley Rail grant request. This was deferred to next month as the meeting was not quorate.

 

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING

 

3.1 Minutes of the meeting held March  2024 were accepted and signed as a true record.

 

ITEM 4 PUBLIC PARTICIPATION

 

4.1 Two members of the public attended the meeting from Whalley Lions. They are organising the Remembrance Parade for this year. They have had a meeting with Borough and County Councillors and are looking to secure the road closures before organising further. Cllr Ged Murfin is to look into the road closures. It was reported that they have had a lot of community support. There will be a follow up meeting to ascertain the road closure position. The Parish Council have asked to be included in this meeting.

 

 

 ITEM  5 PLAYGROUNDS

 

  1. 1 The Lengthsman’s playground report was presented. The Lengthsman is to be asked to mend the concrete base of a bin in Billington Playground.

ITEM 7 PLANNING

 

7.1 The following planning applications were considered: –

 

3/2024/0155 25 Whalley Road – planning refused by RVBC

 

3/2024/0245 Keepers Cottage – no objections

 

3/2024/0153 Cumbrian, Needy Lane – Concerns were raised.

 

3/2024/0218 3 Springdale Road – concerns were raised.

 

3/2024/0319 St Augustine’s School – no objections

 

 

ITEM 8 HIGHWAY

 

Please find attached details of a proposed temporary speed limit reduction from 60mph to 30mph on Whalley Clitheroe Bypass, Billington 07.05.24 – 07.11.24 to allow access for drainage works for new housing estate. Borough Cllr Farmer has contacted LCC Highways with his concerns regarding this.

 

ITEM 9 OFFICERS REPORT 

 

. 9.1 Sgt Day gave a report of Rural Policing and the Rural Teams work across the Ribble Valley.

 

 

ITEM 10  CORRESPONDENCE.

 

10.1 Email re dog fouling at Langho Playground. This has been past to the relevant agencies.
