MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON
Monday, June 24th 2024 at 7.15pm

ITEM 1 APOLOGIES FOR ABSENCE
There were apologies for absence from Katie Swingewood and John Aspden.
ITEM 2 DECLARATIONS OF INTEREST
- Register of Interests – Councillors were reminded of the need to update their register of interests.
- No members disclosed a personal or prejudicial interests in any matter to be discussed at the meeting,
ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING
3.1 Minutes of the meeting held May 27th 2024 were accepted and signed as a true record.
ITEM 4 PUBLIC PARTICIPATION
4.1 No members of the public attended the meeting.
ITEM 5 FROM AGM, ELECTION OF CHAIR AND VICE
- 1. Brian Haworth was proposed by Michael Collins and seconded by Cllr Tony Austin – duly elected as Chair.
5.2 Martin Hincks was proposed by Brian Haworth and seconded by Michael Collins – duly elected as Vice Chair.

ITEM 6 PLAYGROUNDS
6.1 The Lengthsman report was received with no matters outstanding.
ITEM 7 ACCOUNTS
7.1 The following cheques were presented for payment.

7.3 The AGAR was signed off to go to audit.
7.4 SLA with Nurture, no responses to request for Strimming at Old Langho Church. This will be reviewed at the next meeting.

7.6 Concurrent Functions Grant paperwork signed.
ITEM 8 PLANNING
8.1 The following planning applications were considered: –
3/2024/0426 Broad Oaks, Northcote, no objections.
3/2024/ Methodist Church, whilst the Parish Councils supports new ventures there has been concerns raised about the lack of suitable parking in the area.
3/2024/0422 Northcote, no objections raised.
3/2024/0419, Rogerfield, no objections raised.
3/2024/0286 Walmsley Brow, no objections raised.
ITEM 9 HIGHWAY
9.1 Whalley / Clitheroe Bypass the temporary speed limit now increases from 30mph to 40mph a couple hundred yards after the site access / hazard in both directions so now the 30mph limit now only affects a few hundred yards of carriageway on a 2+ mile stretch.
9.2 Ref the general poor condition of the A59 there is a 200m stretch of road just prior to Northcote roundabout on the Preston bound carriage heading in the direction of Preston. This has been reported on Love Clean Streets App on Mon 17/06 by Cllr Steve Farmer. LCC Highways have said to keep monitoring the stretch until it inevitably deteriorates enough to fit the criteria required to warrant repairs.
9.3 Hedges at St Augustine’s School, complaints have been received that pedestrians need to walk in the road due to the overgrowth of the hedge.
9.4 Bus Shelters near the roundabout at Elker Lane. – C Cllr Alan Schofield has reported this to RVBC.
9.5 Royal Lancashire Show, traffic management
ection 1 – 08:00 to 20:00 July 19th, 08:00 to 20:00 July 20th and 08:00 to 20:00 July 21st 2024.
- Ribchester Road from its junction with Salesbury Hall Farm to its junction with Kenyon Lane, Ribchester.
- Access will be permitted via. a one way traffic system westbound from 06:00 to approximately 15:00 hours.
- Access will be permitted via. a one way traffic system eastbound from approximately 15:00 to 20:00 hours.
- Chapel Lane from its junction with Ribchester Road to its junction with A59 Longsight Road.
- Access will be permitted via. a one way traffic system northbound from 06:00 to approximately 15:00 hours.
- Access will be permitted via. a one way traffic system southbound from approximately 15:00 to 20:00 hours.
08:00 to 20:00 July 19th, 08:00 to 20:00 July 20th and 08:00 to 20:00 July 21st 2024.
- Prohibit right turn from Chapel Lane on to the A59 Longsight Road.
- Prohibit right turn from Northcote Road on to the A59 Longsight Road.
- Prohibit vehicles from performing a ‘U’ turn manoeuvre on the A59 Longsight Road from Chapel Lane to Petre Roundabout.
9.6 Bus Shelter at Brockhall, there has been a complaint received that the bus shelter at the bus stop near The Avenue has been removed. This is not the property of the parish council so information passed to RVBC.
9.7 The footpath at Neddy Lane has been re routed by Redrow whilst they undertake the building work. This area is prohibited whilst the building work takes place. Concern was raised as to if the path would still be as previous.
9.10 Bus Shelter at Billington opposite the Brass Band Club – this is full of litter and in need of cleaning, the Parish Council to request a litter bin in the location and the shelter cleaning.

10.1 Remembrance Sunday Parade and Cenotaph. Local residents have set up a facebook page

The Parish Council fully supports this parade and the fundraising for it.
ITEM 11 CORRESPONDENCE.
11.1 Scouts Bonfire Site, there has been a complaint regarding how the bonfire site was left. The Parish Lengthsman has cleaned up the area.
10.2 Broken notice board from Langho has been removed for repair.
