MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON

 Monday, July 29th   2024 at 7.15pm

 AT THE COMMUNITY HALL

 

PRESENT

 

Parish Councillors. Brian Haworth,  Cllr Tony Austin, Eva McPrice, Michael Collins, Cllr Steve Farmer. Katie Swingewood, John Aspden.  C Cllr Alan Schofield.

 

One  members of public attended the meeting, M Baron.

ITEM 1 APOLOGIES FOR ABSENCE

 

There were apologies for absence from Martin Hincks and Dennis Johnson

 

ITEM 2        DECLARATIONS OF INTEREST 

 

  • Register of Interests – Councillors were reminded of the need to update their register of interests.

 

  • No  members disclosed a personal or prejudicial interests in any matter to be discussed at the meeting,

 

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING

 

3.1  It was resolved to remove Cllr Tony Austin from the Parish Council Planning Committee as this could be seen as a conflict of interest.

 

3.2  Minutes of the meeting held May 27th   2024 were accepted and signed as a true record.

 

ITEM 4 PUBLIC PARTICIPATION

 

4.1 One members of the public attended the meeting to update the Parish Council on the continuing campaign to get a 20mph speed limit for Whinney Lane and Snodworth Road. To update, the group submitted a Speed Concern in November 2023, they chased this with LCC in April 2024 and with C. Cllr Schofield in June 2024.  The group has been informed this is still under investigation. C. Cllr Schofield advised that Cllr Rupert Swarbrick was due to give a substantive response.

 

 ITEM  5 PLAYGROUNDS

 

5.1 The Lengthsman report was received with two matters outstanding. The Clerk is to ask for the repair of a railing at Billington and Gary Walton has been asked to bind and trim the willow tunnel.  The hedges will be booked for trimming in August.

 

ITEM 6 ACCOUNTS

 

6.1 The following cheques were presented for payment.

Cheque 202584 Travel £25.46

 

 

6.2 The income into the Parish Council was £1059.89 from HMRC.

6.3 The bank reconciliation was circulated and signed.

 

 

 

ITEM 7 PLANNING

 

7.1 The following planning applications were considered: –

 

3/2024/0506 36 Painter Wood, no objections from the Parish Council but a request to RVBC that the near neighbours have been consulted.

 

3/2024/0547 Land to the rear of Greystones – no objections.

 

3/2024/0614 26 Whalley Road, the refused Children’s Home application, the garage was knocked down for an extension, the Parish Council were made aware that this extension has not got planning permission.

 

 

ITEM 8 HIGHWAY

 

8.1 Snodworth Road and Whinney Lane were discussed under Public Participation. C. Cllr Schofield was thanked for his work with this.

 

8.2 In a collaboration with Wiltshire Parish Council, two kissing gates have been ordered for the Jubilee Trail. One has been installed and the other is due to be installed. Cllr Tony Gaffney of Wilpshire Parish Council was thanked for his work.

 

8.3 C.Cllr Schofield was asked about the timeline for the mobile chevrons under the railway bridge on Whitehalgh Lane as the mobile chevron is causing a restriction on the road. This is substantial work as the wall is a retaining wall and the work will take some time to complete.

 

8.4 Elker Meadows, C. Cllr Schofield has been liaising between MSV and Louise Hemmingway of LCC to organise a meeting. This is with regards to the area of Elker Meadows that is the responsibility of MSV.

 

8.5 Calder Lane Ginnel. Cllr Tony Austin has had a meeting with Onward Housing Wayne Smith. Onward does not own the plot that is causing issues. This is in the process of being rectified with RVBC but will take some time to sort as there are a number of plots whose ownership needs resolving.

 

 

ITEM 9 OFFICERS REPORT 

 

9.1 Remembrance Sunday Parade and Cenotaph. Local residents are invited to a public meeting being organised by the Facebook group. This will be on the 20th August 2024 at 7.30pm.

 

9.2 The Telephone Kiosk at York, it was resolved that the Lengthsman will clear the area around the kiosk. Proposed BH seconded MC

 

9.3 A stone mason has been contacted about the stone flags around the Cenotaph. The clerk is to contact the Parish Champion Cllr Paul Rigby regarding funding.

 

ITEM 10  CORRESPONDENCE.

 

10.1 An email has been received from Carolyn Topham, Chair of the Community Centre. They are having issues with parents parking on the Community Centre car park to collect children from school. The car park is used for users of the Centre and there are limited spaces. Mytton Fold has said that their car park can be used and that parents need to use this one only.
