(D DRAFT) MINUTES OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON MONDAY, JUNE 28th 2021 AT THE COMMUNITY CENTRE, LANGHO.
Parish councillors – Martin Hincks (Chairing) Tony Austin, John Aspden, Michael Collings, Steve Farmer, Katie Swingewood, Frank Havard.
In attendance – R Greenwood, clerk.
ITEM 1 APOLOGIES FOR ABSENCE
There were apologies for absence from Dennis Johnson, Brian Haworth.
ITEM 2 DECLARATIONS OF INTEREST
Register of Interests – Councillors were reminded of the need to update their register of interests.
2.1 Tony Austin declared an interest in the land at the rear of his home address with reference to the playground works.
ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING
3.1 Minutes of the meeting held May 2021 were accepted as a true record.
ITEM 4 PUBLIC PARTICIPATION
4.1 There were no members of the public in attendance.
ITEM 5 MATTERS ARISING
5.1 Moor Lane, there has been no result from the parish council’s complaint of fly tipping.
5.2 BT telephone kiosk at Billington Gardens is to be retained and not decommissioned by BT.
5.3 The refuse bin at Old Langho bus shelter has been placed behind the shelter and is in accessible. The clerk to write to RVBC,
ITEM 6 PLAYGROUNDS
6.1 Friends of Langho Park, there has been a meeting of friends of Langho Park. Discussion was held regarding fund raising and the members are to look at other local parks. The first priority is to be a notice board.
6.2 Incident at Langho Park, following this the clerk is to ask for a repair quote for the play equipment.

7.2 The cash flow and bank reconciliation were presented and signed.
7.3 The AGAR and year end accounts were presented and signed off.
7.4 The accounting statement was reviewed and adopted.
7.5 A request for funding from the Little Green Bus Company, it was resolved that a grant of £150 be sent.

ITEM 9 HIGHWAY
9.1 MSV Culvert – via facebook a message was received regarding the lack of regular repairs being undertaken. These are needed to stop flooding and debris being washed down the field.
9.2 The clerk to request extra 30mph repeater signs on Snodworth Road and into Whinney Lane.
9.3 The new Police and Crime Commissioner has funding for flashing mph signs and hand-held speed guns.
ITEM 10 OFFICERS REPORT
10.1 Billington Gardens defib, the cctv camera is now in situ.
10.2 Tony Austin and Steve Farmer attended the Parish Council Liaison Committee. The Chief Constable and local police officers gave an informative presentation. Topics discussed included theft of dogs in the area, management of defibs in the area and rural speeding.
10.3 Queens Award for Voluntary Service, letters have been received in support of Langho in Bloom’s nomination. Frank Havard was thanked for his work on this.
ITEM 11 CORRESPONDENCE.
All items of correspondence have been forwarded via email.
ITEM 12 CRONSHAW COMMON and KNOTWEED
12.1 The report of works needed for Cronshaw Common has been received. It was resolved to speak to RVBC regarding this and review quotes received at July’s meeting. It was resolved that Brian Haworth and Martin Hincks are to be the lead for this.
12.2 Correspondence has been received regarding Japanese Knotweed on York Lane
and Whalley Old Road, this will be referred to LCC.
ITEM 13 BOUNDARY LINES.
13.1 The Boundary Commission has proposed to transfer two of our parishes three wards from the Ribble Valley Parliamentary Constituency to the Hyndburn Parliamentary constituency. This was voted on and it was resolved to send a letter of objection to this change.
