MINUTES OF THE AGM OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON MONDAY, MAY 25th 2021 AT THE COMMUNITY CENTRE, LANGHO.
Parish councillors – Brian Haworth, Frank Havard, John Aspden, Martin Hincks.
In attendance – R Greenwood, clerk.
The Clerk opened the meeting and asked for nominations for the following.
ITEM 1 Election of Chair – Brian Haworth was elected unopposed.
ITEM 2 Election of Vice Chair – Martin Hincks was elected unopposed.
ITEM 3 Apologies for absence. Dennis Johnson, Tony Austin.
ITEM 4 Declaration of interest. There was no declaration of interest.
ITEM 5 Appointment of members to the following committees.
- Planning committee – all members are on the planning committee.
- Playground committee – Brian Haworth, Martin Hincks and Katie Swingewood.
- Billington Poors Charity – Tony Austin and Michael Collins.
- Parish Council Liaison – Tony Austin and Steve Farmer.
- Youth Liaison – Frank Havard
- Independent Internal Auditor – Outside Office.
ITEM 6 Acceptance of minutes of the meeting.
6.1 Minutes of the meeting held on May 2019 were accepted as a true record and signed.
6.2 There was no AGM in 2020 due to Covid19.
MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL
HELD ON MONDAY, 25th MAY 2021

ITEM 1 APOLOGIES FOR ABSENCE
There were apologies for absence from Dennis Johnson, Tony Austin, Alan Schofield.
ITEM 2 DECLARATIONS OF INTEREST
Register of Interests – Councillors were reminded of the need to update their register of interests.
No members disclosed any personal or prejudicial interests in any matter to be discussed at the meeting.
2.1 The Chair congratulated Tony Austin – as Ribble Valley Mayor, Steve Farmer in his role as Borough Councillor and Alan Schofield as County Councillor.
ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING
3.1 Minutes of the zoom meeting held April 2021 were accepted as a true record,
ITEM 4 PUBLIC PARTICIPATION
4.1 There were no members of the public in attendance.
ITEM 5 PLAYGROUNDS
5.1 Friends of Langho Park, there has been no meeting of friends of Langho Park.
5.2 Agreement for RVBC to cut the grass at £1824.26 to be invoiced in June 2021. This is to sign the SLA.
5.3 Steve Farmer wished to extend his thanks to a volunteer litter picker who visits Billington Playground.
5.4 The Lengthsman Report mentioned the need to re fasten the waste bin at Billington Playground as it has come away from the flags. The Playground Committee to check the basket ball area to see what can be done to clean the matting.

6.2 The cash flow and bank reconciliation were presented and signed.
6.3 The Precept and the Vat Return have been paid into the bank.
6.4 The Jessica Lofthouse account for parish benches, the parish council will do a site visit to each bench to see if any need removing and where in the parish new benches might be sited.

ITEM 8 HIGHWAY
8.1 The County Council is considering the proposal for Prohibition of Waiting at Elker Lane and Elker Meadows, Billington, Ribble Valley, (00894.13257 the effect of which will be to introduce the measures as set out in the Public Notice and plan sent out via email to all members.
8.2 Fly Tipping. The fly tipping on Moor Lane has been reported to the Police, LCC and the RVBC.
8.3 The slow signs on York Lane, painted on the road, are nearly worn away. This is to be reported to Highways with ref W600324
8.4 The speed awareness van has been seen in Langho opposite the nursery. The parish council supports any initiative to make the highways safer.
ITEM 9 OFFICERS REPORT
9.1 Steve Farmer gave a report on the camera in the defib box. The camera was bought by donations to a private crowdfunding page. Work has now been completed on making the defib door more secure and the camera will be replaced.
9.2 The clerk has written to RVBC regarding the BT Phone Box to date there has been no reply.
9.3 Langho in Bloom are being put forward for the Queens Voluntary Service Award, the parish council will collate any letters of support received if parishioners want to send them to the clerks email address at the bottom of the page.
