APPROVED DRAFT MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON MONDAY, 25th OCTOBER  2021, 7pm, AT THE COMMUNITY CENTRE, LANGHO.

PRESENT: Parish Councillors Brian Haworth, John Aspden, Martin Hincks, Katie Swingewood, Michael Collins

In attendance –  R Greenwood, clerk.

ITEM 1  APOLOGIES FOR ABSENCE 

There were apologies for absence from Frank Havard, Dennis Johnson. Cllr Steve Farmer, Cllr Tony Austin.

ITEM 2        DECLARATIONS OF INTEREST   

 2.1    Register of Interests – Councillors were reminded of the need to update their register of interests.

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING  

3.1    Minutes of the meeting held 27th September 2021 were accepted as a true record.

ITEM 4 PUBLIC PARTICIPATION 

4.1      There was no public participation.

 ITEM  5 MATTERS ARISING

5.1     It was resolved that the clerk remove her phone number from correspondence and ask that people only contact via email. This is as there have been complaints that the clerk is not easily available via phone. Proposed BH Seconded MH

ITEM 6 PLAYGROUNDS

6.1      The Lengthsman report was received.

6.2      There have been two reports of damaged play equipment at Langho Park.

7.2     The  cashflow and bank statement was presented and signed.

7.3     The grant for £500 from LCC was signed and accepted.

ITEM 8         PLANNING 

3/2021/0867 5 Hawthorn Close, Langho, objections have been submitted to the proposed erection of a timber single storey granny annex for ancillary use to the main dwelling.

3/2021/0950 8 Provence Ave, Brockhall Village, no objections to proposed single-storey partially-enclosed glass room to rear.

3/2021/0996 143 Pasturelands Drive, no objections to propose dormer to front elevation.

3/2021/0971 Norwood, York Lane, Langho no objections to demolition of conservatory and utility and construction of dining room and snug extensions. Internal alterations to include the kitchen to be converted to form WC and utility, and existing dining room to be converted into new kitchen.

3/2021/0990 Former Household Waste Recycling Centre, no objections to discharge of Conditions 6 (Foul Surface Water Disposal), 9 (Construction Method Statement), 14 (Land Contamination) from planning permission 3/2018/0837.

3/2021/0992 Hacking Hall Farm, Elker Lane, no objections to the prior notification for a covered muck midden.

3/2021/1013 Sunridge, York Lane, no objections to proposed raising of the existing roof and conversion of the existing loft to facilitate first floor accommodation and associated alterations and refurbishment works. Resubmission of 3/2021/0124.

3/2021/1024 20 Bank Cottages no objections to the proposed erection of a two-storey side extension and associated alterations.

8.2 Concerns were raised regarding the relationship the parish council has with the planning department, it was stated that:-

  • A lack of consistency in planning decisions,
  • A  lack of dialog between the planning department and the parish council.
  • Poor standard of information sent out ie on location plans there is no reference points
  • No feedback on points raised by the parish council.

The clerk to write to the planning department.

ITEM 9 HIGHWAY 

9.1 Five days ago number ** footpath, from Brockhall Village, has fallen into the river and is treacherous.

ITEM 10 OFFICERS REPORT   

There were no officers reports.

ITEM 11 CORRESPONDENCE.  

All items of correspondence have been forwarded via email.

11.1 A request for a grant of £150 was received from Whalley and District Lions for the Remembrance Parade, in memory of gentleman from the British Legion who was responsible for organising previous parades. It was resolved that a cheque for £150 be raised.
