APPROVED DRAFT MINUTES OF THE MEETING OF BILLINGTON AND LANGHO PARISH COUNCIL HELD ON MONDAY, NOVEMBER 29th  2021, 7pm, AT THE COMMUNITY CENTRE, LANGHO.

 

PRESENT

 

Parish Councillors Brian Haworth, Michael Collins, Dennis Johnson, Cllr Steve Farmer, Cllr Tony Austin, Frank Havard, John Aspden, Katie Swingewood.

In attendance –  R Greenwood, clerk.

 

ITEM 1 APOLOGIES FOR ABSENCE

There were apologies for absence from, Martin Hincks, PCSO Pemberton.

 

ITEM 2        DECLARATIONS OF INTEREST 

 

2.1    Register of Interests – Councillors were reminded of the need to update their register of interests.

 

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING

 

3.1    Minutes of the meeting held October 25th 2021 were accepted as a true record.

 

ITEM 4 PUBLIC PARTICIPATION

 

4.1      There was no public participation.

 

ITEM  5 MATTERS ARISING

 

5.1      Remembrance Sunday parade and grant, concerns were raised that the parish council had given a grant for marshalling the parade but the parade was not marshalled. The British Legion are to itemise the spend and get back to the parish council.

 

ITEM 6 PLAYGROUNDS

 

6.1      The Lengthsman report was received. There is the report of a hole in the matting. It was resolved that the Lengthsman undertake some of the repairs immediately they are identified to stop the issues getting worse. Brian Haworth will go and inspect the matting.

7.2       The cashflow and bank statement was presented and signed.

7.3       The Precept form was signed by the Chair and the Clerk.

ITEM 8           PLANNING

 

3/2021/1026, 2 The Rydings, Langho. No objections were raised for proposed conversion and extension of the existing garage into an annex.

 

3/2021/0980 130 Whalley Road, Langho. No objections were raised for the lawful Development Certificate for a proposed ground floor infill extension.

 

3/2021/1057  Mytton Fold Golf Club, Objections were raised and submitted to RVBC, specifically that this was a retrospective application for planning. It was  for a change of use of land including the extension of existing access track, installation of fencing, planting and shelter to provide dog day care area and halfway house for Golf Course with associated infrastructure with ancillary facilities.

 

3/2021/0701, Hodgefield Farm, Whalley Old Road. No objections were raised for proposed demolition of existing single storey side extension and construction of two storey side extension.

 

3/2021/1137 Higher Hodgefield House, no objections were raised for proposed alterations and extension to existing dwelling

 

3/2021/1146, Lyndon, Northcote Road, Langho no objections were raised for single storey rear extension and front access ramp

 

3/2021/1049 Hollyhocks Chapel Land, no objections were raise. for proposed extension to annexe to rear of private dwelling.

 

3/2021/1166 5 Higherfield, Langho no objections were raised for the proposed single storey side and rear extension and garage conversion to form additional living accommodation.

 

3/2021/1145 Silverdale, 55 Whalley Road, no objections were raised for the rear and side single storey extension

 

3/2021/1133 57 St Marys Drive, Langho, no objections were raised for a new Dormer to Front and Rear elevations

 

8.2 Cllr Steve Farmer will attend the planning meeting on the 2nd December 2021 regarding the houses proposed for Neddy Lane.

 

 

ITEM 9 HIGHWAY

 

9.1       Cllr Steve Farmer told the members that The Billington Plan for flood defences is in discussion with an estimated £8.5million being allocated for protecting Longworth Road and around the Harrisons engineering factory.

9.2       The slow sign on York Lane still needs repainting.

9.3      York Village is missing a 30mph sign and also the village sign. The clerk to contact highways regarding this.

 

ITEM 10 OFFICERS REPORT 

 

There were no officers reports.

ITEM 11 CORRESPONDENCE.

All items of correspondence have been forwarded via email.

 

11.1    Facebook and website, volunteers for running the parish councils facebook page and website are being sought.

 

11.2 Cllrs Austin and Farmer and the clerk have attended RVBC Code of conduct training, it was resolved that the Code of Conduct be adopted by the Parish Council. Proposed FH seconded MC

 

11.3 LALC have asked parish councils to make a resolution to declare a climate emergency. Information was sent out to member of the parish council. By doing this the parish council have acknowledged that the parish council needs to act on the causes and impacts of climate change.
