ITEM 1 APOLOGIES FOR ABSENCE

ITEM 2        DECLARATIONS OF INTEREST  

 

1.    Register of Interests – Councillors were reminded of the need to update their register of interests.

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING 

 

3.1  Minutes of the meeting held February   2025 were accepted and signed as a true record. 

 

ITEM 4 PUBLIC PARTICIPATION

 

4.1 Three members of the public attended to voice their objections to 3/2025/0094 Mytton Fold Hotel

Objections to this are:-

1. The opening hours, which are 6am to 10pm, 7 days per week. 
2. The light pollution. 
3. The bat survey report – a request for a more robust survey will be requested. 
4. The increased traffic on the roads each hour that the courts are open. 

A formal objection will be submitted to RVBC

 

4.2 Two members of public attended to share their objection to 3/2025/0114 Kirkdale Road. The objections to this are:-

1. Loss of light – the build will block views of the sky
2. Lack of privacy with being overlooked. 
3. Unsympathetic to the area. 

A formal objection will be submitted to RVBC

 ITEM 8 HIGHWAY

 

8.1 A letter was received regarding Whalley Old Road, stating that LCC have dug a trench on the grass verge between York Village and Three Bays Barn. There is no pavement and concern was raised that the verge is not inaccessible. 

 

8.2 A letter was received regarding footpath 29 requesting a stile between Horrocks Farm and Hodgefield. The clerk to write to PROW, (Public Rights of Way)

 

8.3 A complaint was received regarding the continued close of the footpath on Neddy Lane. Cllr Schofield and the clerk have been in contact with PROW who have contacted Redrow – the building firm responsible for the closure. 

 

8.4 Pashmire Brow, Cllr Schofield has contacted two recent collisions or traffic accidents, attention needed to obscured Road Narrows sign and for consideration to installation of Priority Gateway arrangement.  Assessment from highways officers is that Pashmire Brow does not meet the criteria for traffic priority gateway build-outs at this time.  The ‘narrow road’ signs are to be cleaned and any vegetation obscuring the signs is to be removed’.

 

8.5 A59 – Longsight Road – this road is eligible for the Surface Dressing Improvement Scheme. This was approved by LCC Cabinet meeting of the 06.03.25, westward beyond Langho Roundabout, to B6245 crossroads / traffic lights Clayton-le-Dale  – subsequent to the prior work from Monday 31st March up to 9th April of repairs by Patching’. This will take place in the new financial year.  The A59 approaching Langho from Clitheroe is in a dangerous condition. CCllr Schofield is pushing for early allocation to it from LCC Highways’ ‘Localised Deterioration Fund’ (LDF) available money

 Cllr Schofield was thanked for his work. 

 

ITEM 9 Sec 106 FOR BILLINGTON LEISURE

 

9.1 Cllr Austin has asked the Parish Council to consider what leisure facilities are needed for Billington, there is some Sec 106 money available – no time scale has been given for this money. Consideration is to update the equipment in Billington Playground. 

 

ITEM 10 OFFICERS REPORT  

 

10.1 Cllr Austin has been investigating an issue with water run off from the car wash at Village  prestige hand car wash The car wash is working from 9am to 7pm daily and the dirty / detergent filled water is running off down the road towards the coach park and not being taken down the drain. Cllr Schofield will visit the site and speak to the owner. 

In addition there is an issue with the hoses, when no car is being washed these are being held in a vertical position, the spray from these is blowing across into nearby gardens causing an issue for the home owners. 

 

10.2 Cllr Hincks was made aware of 3 tree’s in Old Langho Churchyard that were either dead or required significant tree works. He contacted David Holt and passed the information to them. The Parish Council will not be contributing financially to this work. 

 

10.3 Cllr Johnson has reported dog fouling at Billington and an increase in litter around St Augustin’s school. The clerk to forward Cllr Johnson’s letter. 

 

10.4 Cllr Farmer has requested a new litter bin for the road between Old Langho Road and Chapel Lane. The clerk to write to RVBC 

 

ITEM 11 CENOTAPH AND MEMORIAL OAK TREE

 

11.1 The second quote has been received to repair the Cenotaph. The application for funding will now be processed. 

 

11.2 The Memorial Oak tree at the rear of the Oak Tree has  been inspected by Arborist Richard Davis and sympathetic pruning is needed.  The Clerk has been in contact with RVBC’s Tree Officer David Hewitt who has a ten year old report stating that the tree is severely compromised and recommends felling. The Parish Council has maintained the tree over the years and will continue to do so but an full assessment is now needed to ensure that the tree will “cope” with the works needed to repair the Cenotaph. It was resolved that the tree will have a full xray assessment to determine the way forward, ie a specific management plan or the felling of the tree. 

 

 ITEM 12 CORRESPONDENCE.

 

12.1 An email was received from Ebenezer Chapel – this was forwarded to all members, it was felt that the work at Ebenezer makes a very positive contribution to the area.

ITEM 7 PLANNING

 

7.1 3/2025/0027 Colliers Farm, objections were raised and will be submitted to RVBC. 

 

7.2 Planning Complaint 584133966 – Blackburn Rovers are not going to do anything to reduce the lighting splay from the floodlights, the increase in the lighting has been caused by the use of LED light bulbs. Cllr Austin has been in touch with the Chief Executive of RVBC and Andrew Dent regarding making a complaint under Statutory Nuisance. If any members of the public wish to evidence to the  Statutory Nuisance then in the first instance can they contact the Clerk to the Parish Council or Cllr Tony Austin 

 

 7.3 Concerns were raised regarding the acoustic boards round Keepers Cottage, this has now gone to planning who have requested more appropriate acoustic boards be used.

 

7.4 3/2024/0635 appeal against the refusal of planning permission for Brockhall Village Hall, this is for a Certificate of Lawfulness for proposed 1m high fencing and new entrance gates at vehicular access

 

 ITEM 8 HIGHWAY

 

8.1  Longsight Road Bus Stop, C. Cllr Alan Schofield has requested to relocate the bus stops on Longsight Road (A59) nearer to The Rydings junction. LCC have responded that they have investigated and concluded that “without significant junction improvements at the Rydings estate turn off, the bus stops are to remain in their current positions as they are in the safest location. The double white centre line is the major issue in relation to placing these bus stops closer, in either the westerly or easterly direction of the Rydings junction”.

 

8.2 Board Signs at Old Langho. an advertising board placed on the grass verge near to the Black Bull public house, Old Langho Road. LCC Highways have replied with “the grass verge does not form part of the public highway. It is privately owned and maintained. This means that we cannot prevent any structures from being placed on the verge”. However it was noted that as this is an advert sign placed in the vicinity of a grade one listed building it should have been subject to planning permission. 

 

8.3. SpiDs there have been two SpiDs in the area, the first near St Augustine School and the second near Billington Playground. The Parish Council have asked that the result are sent to PCSO Pemberton and that she attends the sites at specific times (indicated by the SpiDs results) with the speed gun. 

 

8.4 Questions were asked why the Petre Arms bus stop is called Longsight Road stop – Cllr Alan Schofield is to look into this. 

 

8.5 The Cenotaph at Billington – the parish council is to ask Richard Davis to undertake a tree study for the Oak tree’s impact on the Cenotaph and for guidance for what can be done. 

 

8.6 A request for better road signage at Pashmire Brow. There have been two accidents in the last 8 weeks resulting in road closures. Cllr Alan Schofield is to look into this. Suggestions included have a Priority Gateway Sign. 

 

8.7 There has been a complaint regarding the amount of dog fouling on main road through Billington  in particular Pasturelands Estate Billington, the clerk to ask RVBC for more signage and for the dog warden to attend. 

 

8.8 The dog poo bin on Langho station needs a new lid, the clerk to write to request.

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING

 

3.1  Minutes of the meeting held July 29th  2024 were accepted and signed as a true record.

 

ITEM 4 PUBLIC PARTICIPATION

 

4.1  Two members of the Remembrance Parade Committee attended the meeting. The Parade will take place on the 10^th November 2024 to commence from Billington Gardens at 2:45pm but has asked that people assemble from 2:30pm prior to the band setting off. Pie and peas will be served at BBBC prior to the parade if attendees could let the Committee know for catering numbers.  The Committee can be found on Facebook.

The Committee has raised funds for the Mayor, the road closures and the band, they just need to organise the Clergy. The Parish Council thanked the Committee for their work.

There was a request for Volunteers to help support with Wreaths – this was a task undertaken by the British Legion but they are short of volunteers.

There was a request for raffle prizes for the day of the Parade, anyone wishing to donate can contact the Committee via their Facebook page.

 

4.2 There was an enquiry regarding the tree planting at Swindells Wood. The local school children will be asked to undertake the first planting in the next few months, thereafter volunteers will be sought.

 

4.3 Concerns from a Billington resident regarding the state of the roads and footpaths due to overgrowing weeds and hedges. The weeds in the road have now caused damage to the road surfaces by eroding the integrity of the surfaces. The drains are chocked with weeds which in a flood area is dangerous. The footpaths have been reduced in width from overgrowing weeds and hedges and this is causing access issues for those with prams or wheelchair users.

Areas of particular concern are the areas around bus stops, these are in disrepair and have litter issues. A request was made for the Clerk to contact both LCC and RVBC to ask for these areas to be cleaned.

Contractors have cleared the footpath down the side of Ebeneezer Chapel – cutting the hedge back 15cms but have left the detritus on the path which will cause the path to become slippy underfoot.

 

4.4 An observation was made that Billington “looks scruffy compared to Langho and as a shared parish could volunteers not work across the whole of both areas”.  It was suggested that Langho looked so well kept due to the work of the Langho in Bloom volunteers and a request was made for Billington in Bloom to be set up.

4.5 A request for more “up to date “circulation of the Minutes was made, the Minutes go on the notice boards, on Social Media and onto the website. A request was made that the Minutes also were included on local  community group pages.

 

4.6 A complaint has been received regarding the lack of public meetings held regarding the proposed care home planning application at Elker Meadows. The Parish Council is working closely with one of the residents – Cllr Johnson and has kept appraised of the situation and after consultation with all members of the Parish Council  will be submitting unanimous and  strong objections to the application.

 

 ITEM  5 PLAYGROUNDS

 

5.1  The Parish Council has had the RoSPA report, it was noted that some of  the play equipment on both playground’s is tired and is reaching the end of its service. The Clerk to contact play equipment organisations for brochures. The Parish Council is to hold a meeting at each playground to inspect the equipment. The Parish Council will need to apply for grant funding to support any improvements as within the precept is £2200 and there are unallocated Concurrent Functions grant  of £1989.  There is no ringfenced money as this was spent on the play safety surface.

 

5.2 Tree at Billington – One of the trees at Billington Playground is suffering from Ash Die Back and is also overhanging the neighbouring house. The tree will need to be felled and a new tree planted.

6.2  To approve income of £1989.00 from RVBC Concurrent Functions Grant.

 

6.3 The service charge for the maintenance at Old Langho Church has been increased for the second time this year. The Clerk is to ask for local tenders to undertake this work.

 

6.4 The Clerk is to undertake training via LALC in line with new PKF Littlejohn best practice guidelines. In addition the Clerk has requested CILCA training and has written to LALC to request. The Parish Council has agreed to look at partially funding this. Proposed BH and Seconded DJ

 

6.5 The Clerk is to have training on WordPress for the Parish Council website, and requested the funding for this. Proposed SF and seconded JA.

ITEM 8 HIGHWAY

 

8.1  Old Sols Bridge. The repairs have been carried out and the bridge now opened.

 

8.2 The Clerk to write to LCC as all the drains on Northcote Road are blocked and the road is awash, this will be dangerous when the road freezes.

 

8.3 The clerk to write regarding the blocked drain opposite Atkinson’s – this is causing flooding across the road.

 

8.4  Report of unsafe stiles on footpath number 5 past the Black Bull, one is missing the footplate and the second is dangerously high on one side.

 

 

ITEM 9 OFFICERS REPORT 

 

9.1 The Parish Council Liaison Meeting was held with an informative talk by Mike Hill about planning. Cllr McPrice has asked to attend the next LALC session.

 

9.2  Homewise, posters have been received from Homewise, this is a support service for small repairs in the homes of older people. The posters will be uploaded to the Facebook page.

ITEM 3 ACCEPTANCE OF THE MINUTES OF THE MEETING

 

3.1  It was resolved to remove Cllr Tony Austin from the Parish Council Planning Committee as this could be seen as a conflict of interest.

 

3.2  Minutes of the meeting held May 27th   2024 were accepted and signed as a true record.

 

ITEM 4 PUBLIC PARTICIPATION

 

4.1 One members of the public attended the meeting to update the Parish Council on the continuing campaign to get a 20mph speed limit for Whinney Lane and Snodworth Road. To update, the group submitted a Speed Concern in November 2023, they chased this with LCC in April 2024 and with C. Cllr Schofield in June 2024.  The group has been informed this is still under investigation. C. Cllr Schofield advised that Cllr Rupert Swarbrick was due to give a substantive response.

 

 ITEM  5 PLAYGROUNDS

 

5.1 The Lengthsman report was received with two matters outstanding. The Clerk is to ask for the repair of a railing at Billington and Gary Walton has been asked to bind and trim the willow tunnel.  The hedges will be booked for trimming in August.

6.2 The income into the Parish Council was £1059.89 from HMRC.

6.3 The bank reconciliation was circulated and signed.

 

 

 

ITEM 7 PLANNING

 

7.1 The following planning applications were considered: –

 

3/2024/0506 36 Painter Wood, no objections from the Parish Council but a request to RVBC that the near neighbours have been consulted.

 

3/2024/0547 Land to the rear of Greystones – no objections.

 

3/2024/0614 26 Whalley Road, the refused Children’s Home application, the garage was knocked down for an extension, the Parish Council were made aware that this extension has not got planning permission.

 

 

ITEM 8 HIGHWAY

 

8.1 Snodworth Road and Whinney Lane were discussed under Public Participation. C. Cllr Schofield was thanked for his work with this.

 

8.2 In a collaboration with Wiltshire Parish Council, two kissing gates have been ordered for the Jubilee Trail. One has been installed and the other is due to be installed. Cllr Tony Gaffney of Wilpshire Parish Council was thanked for his work.

 

8.3 C.Cllr Schofield was asked about the timeline for the mobile chevrons under the railway bridge on Whitehalgh Lane as the mobile chevron is causing a restriction on the road. This is substantial work as the wall is a retaining wall and the work will take some time to complete.

 

8.4 Elker Meadows, C. Cllr Schofield has been liaising between MSV and Louise Hemmingway of LCC to organise a meeting. This is with regards to the area of Elker Meadows that is the responsibility of MSV.

 

8.5 Calder Lane Ginnel. Cllr Tony Austin has had a meeting with Onward Housing Wayne Smith. Onward does not own the plot that is causing issues. This is in the process of being rectified with RVBC but will take some time to sort as there are a number of plots whose ownership needs resolving.

 

 

ITEM 9 OFFICERS REPORT 

 

9.1 Remembrance Sunday Parade and Cenotaph. Local residents are invited to a public meeting being organised by the Facebook group. This will be on the 20^th August 2024 at 7.30pm.

 

9.2 The Telephone Kiosk at York, it was resolved that the Lengthsman will clear the area around the kiosk. Proposed BH seconded MC

 

9.3 A stone mason has been contacted about the stone flags around the Cenotaph. The clerk is to contact the Parish Champion Cllr Paul Rigby regarding funding.

 

ITEM 10  CORRESPONDENCE.

 

10.1 An email has been received from Carolyn Topham, Chair of the Community Centre. They are having issues with parents parking on the Community Centre car park to collect children from school. The car park is used for users of the Centre and there are limited spaces. Mytton Fold has said that their car park can be used and that parents need to use this one only.

ITEM 9 HIGHWAY

 

9.1 Whalley / Clitheroe Bypass the temporary speed limit now increases from 30mph to 40mph a couple hundred yards after the site access / hazard in both directions so now the 30mph limit now only affects a few hundred yards of carriageway on a 2+ mile stretch.

 

9.2 Ref the general poor condition of the A59 there is a  200m stretch of road just prior to Northcote roundabout on the Preston bound carriage heading in the direction of Preston. This has been reported on Love Clean Streets App on Mon 17/06 by Cllr Steve Farmer. LCC Highways have said to keep monitoring the stretch until it inevitably deteriorates enough to fit the criteria required to warrant repairs.

 

9.3 Hedges at St Augustine’s School, complaints have been received that pedestrians need to walk in the road due to the overgrowth of the hedge.

 

9.4 Bus Shelters near the roundabout at Elker Lane.  – C Cllr Alan Schofield has reported this to RVBC.

 

9.5 Royal Lancashire Show, traffic management

ection 1 – 08:00 to 20:00 July 19th, 08:00 to 20:00 July 20th and 08:00 to 20:00 July 21st 2024.

1. Ribchester Road from its junction with Salesbury Hall Farm to its junction with Kenyon Lane, Ribchester.
   1. Access will be permitted via. a one way traffic system westbound from 06:00 to approximately 15:00 hours.
   2. Access will be permitted via. a one way traffic system eastbound from approximately 15:00 to 20:00 hours.
2. Chapel Lane from its junction with Ribchester Road to its junction with A59 Longsight Road.
   1. Access will be permitted via. a one way traffic system northbound from 06:00 to approximately 15:00 hours.
   2. Access will be permitted via. a one way traffic system southbound from approximately 15:00 to 20:00 hours.

 

08:00 to 20:00 July 19th, 08:00 to 20:00 July 20th and 08:00 to 20:00 July 21st 2024.

1. Prohibit right turn from Chapel Lane on to the A59 Longsight Road.
2. Prohibit right turn from Northcote Road on to the A59 Longsight Road.
3. Prohibit vehicles from performing a ‘U’ turn manoeuvre on the A59 Longsight Road from Chapel Lane to Petre Roundabout.

9.6 Bus Shelter at Brockhall, there has been a complaint received that the bus shelter at the bus stop near The Avenue  has been removed. This is not the property of the parish council so information passed to RVBC.

 

9.7 The footpath at Neddy Lane has been re routed by Redrow whilst they undertake the building work. This area is prohibited whilst the building work takes place. Concern was raised as to if the path would still be as previous.

 

9.10 Bus Shelter at Billington opposite the Brass Band Club – this is full of litter and in need of cleaning, the Parish Council to request a litter bin in the location and the shelter cleaning.

6.3 Application for grants from Langho in Bloom and  Ribble Valley Rail for  station planters.  Cllrs Haworth and Swingewood left the room for the discussion. Cheques were raised from the LCC Bio Diversity Grant for both applications.

 

6.4 Questions were asked if the Parish Council needed to pay the yearly subscription to LALC as the Parish Council Liaison provided much the same information. After discussion it was resolved to continue to pay LALC subscription as this gives the Parish Council membership of NALC (the National Association of Local Councils) who provide frameworks for policies, pay scales, problem resolution and information.

 

6.5 The AGAR was signed off to go to audit, the notice of Public Rights will be displayed on the notice boards.

 

 

ITEM 7 PLANNING

 

7.1 The following planning applications were considered: –

7.2 There was discussion regarding pending planning issues

 

7.3 Land at York is once again being offered for sale intermating it is suitable for building on. This is not the case, as the land is in the Green Belt, on which only agricultural or forestry uses are permitted.’. The Parish Council urges anyone interested in the land to liaise with Ribble Valley Planning and be aware of the restrictions of land use.

 

ITEM 8 HIGHWAY

 

8.1 There is to be a temporary Road closure on Moor Lane, Billington, on 06/06/24 to allow overhead structure works to take place.

 

8.2 A59 Langho carriageway defects, the road surface just prior to the Northcote roundabout heading in a westerly direction from Clitheroe is in a terrible state despite being patched up what can’t be much more than 6 months ago. County Councillor Alan Schofield has reported this.

 

8.3 County Councillor Alan Schofield requested information regarding the  temporary speed reduction on the Whalley-Clitheroe Bypass’  The response from LCC was that “We have agreed to introduce this temporary speed reduction for six months to allow contractors to safely work on site, and access it with HGVs during the course of the works. The contractors need to install significant drainage infrastructure for a new development in the area. Given the size of the project, this will unfortunately take some time to complete. We have had to introduce a lengthy speed reduction to cover the entirety of the works, and to allow sufficient space for the operatives to work safely. We acknowledge that this may prove disruptive, but site safety must remain paramount.”

8.4 Footpath Neddy Lane – the  developers, Redrow, have temporarily re rooted the footpath whilst building work takes place. Concerns were raised regarding the restoring of the footpath through the site after all development has been completed.

 

ITEM 9 OFFICERS REPORT 

 

9.1 Borough Councillor Tony Austin attended the 75^th Anniversary at Hackings Caravans.

 

9.2  The fly tipping of builders waste has been removed from Moor Lane.

 

9.3 Cllr Austin is campaigning for the Polling Station to be moved back to the centre of Langho Village rather than at Mitton Fold.

 

9.4 Cllr Austin attended the Community Hall AGM to represent the Parish Council.

 

9.5 There has been a meeting of the W+B Flood Action Group. There has been no movement from the Environmental Agency. Questions were asked as to why Harrisons Engineering are not included in the proposed ‘Billington flood defence. There has been a sharp increase in the cost of the scheme which now stands at £3 million.

 

 

ITEM 10  CORRESPONDENCE.

 

10.1    Old Langho Church-  a report has been received that weedkiller is being used round the graves at Old Langho Church. Cllr’s Haworth and Hincks have requested a site meeting to discuss. The Clerk is to write to Nurture (who currently hold the contract) and ask for a price for strimming the Church grounds rather than using weedkiller.

 

10.2 Giant Redwood Tree’s  are available via RVBC’s David Hewitt. The Parish Council are to apply for one of these to be planted in the woodland at the Community Centre.

ITEM 4 PUBLIC PARTICIPATION

 

4.1 Two members of the public attended the meeting from Whalley Lions. They are organising the Remembrance Parade for this year. They have had a meeting with Borough and County Councillors and are looking to secure the road closures before organising further. Cllr Ged Murfin is to look into the road closures. It was reported that they have had a lot of community support. There will be a follow up meeting to ascertain the road closure position. The Parish Council have asked to be included in this meeting.

5. 1 The Lengthsman’s playground report was presented. The Lengthsman is to be asked to mend the concrete base of a bin in Billington Playground.

Please find attached details of a proposed temporary speed limit reduction from 60mph to 30mph on Whalley Clitheroe Bypass, Billington 07.05.24 – 07.11.24 to allow access for drainage works for new housing estate. Borough Cllr Farmer has contacted LCC Highways with his concerns regarding this.
